COX in OKC

Is there anyone here who knows much about COX's agreements with the city with regards to franchise fees and whatnot? I know that huge corporations are spending 100s of millions of dollars to get rid of them, along with turning the internet into something similar to what tv, radio, and newspapers are (thus the whole net neutrality backlash).....
