Lincoln Plaza - Wilson Building?

I was looking on Emporis today about Oklahoma City's high-rise buildings and found this one in the "never built" catergory and was wondering why this building was never built. Does anyone know? Budget problems? No need for it? I was just curious.

Given the time frame involved, I'm guessing that it was proposed for the nascent Hertz facility - Hertz had had temporary offices in Lincoln Plaza - but they decided to move out northwest instead.
