Flexible piping and air compressors in ditch

I've noticed a lot of what appears to be black flexible piping running along the ditches on several roads in eastern Canadian county.
They appear to be inflated by diesel powered air compressors at points in the line. Just wondering what those are and what they're doing with them? Any ideas?

That is a water transfer pump.

These are all over the place in active oil fields. They pump water through the black "lay-flat" hoses to where they need it.

They pull water out of the rivers and pump it for miles to where they need it.

I didn't even think of those as being water pumps. That makes much more sense. Thanks!
