You may be able to see them around 1 a.m., if the cloud cover goes away as predicted. They'll be to the northeast, and it won't be anything like the movies show. If you see one meteor every 30 seconds or so, that's a BIG shower. And yes, they're visible every year around this time, provided that the skies are clear. This shower, the Perseids, is only one of several that recur annually; all of them are caused by debris from comets.
For the best view drive a bit North or East of OKC. The further you can get away from the light pollution the better view you will get.
