With Redrock down for the Summer and not crazy about driving to Bricktown (I live in Edmond), what are some good restaurants that the Mrs and I can go have a good meal at and a couple of cocktails?

Cafe Nova
The Wedge (both Western and Deep Deuce)
Republic
Cafe 501 at Classen Curve
Whole Foods has a great outdoor patio
Louies & Cafe do Brasil in Midtown
I haven't been to Red Rock, but from what I hear, I would call Louie's across the "bay" as meeting you halfway on the cocktail end, though their food isn't awful.
Albeit almost as far as Bricktown, Picasso Cafe (formerly Galileo's) and Paseo Grill, even Sauced to a degree (no full license that I know of), are all winners in my opinion.
Not sure if they do cocktails at The Wedge on Western (I'm not counting their disqualified location in Deep Deuce).

I haven't had the opportunity to visit yet but I would have to think that the Flint patio area at the Colcord and across from the Myriad Gardens would qualify.

It might be worth checking out Mama Roja's just to get nostalgic about Bahama Breeze (sob).
I've always had a good dinner and great brunch at West.
It's actually overlooking Lake Leven (I was surprised too when I discovered that that residential-looking civil obstacle to the Bluff Creek Canal and the NW Expressway had a name), which has some history as a rural respite and fishing hole; I know someone who used to fish there as a boy until a leak of some kind occurred and did in the fish. Maybe it's okay for what the OP wants; I don't know.
Once, a friend wondered how they took care of the island; this question was answered a few days later when they saw a groundskeeper rowing a boat across, with weed-whacker aboard.

The Iguana Grill, Pachinko Parlor and S&B Burgers have nice patios. Deep Deuce Grill does as well. In Midtown Kaisers and Louie's have patios, and Cafe do Brasil has a rooftop patio.
Rom, tell us what genre of food you like best - there are sooo many great options for good al fresco dining in the inner city.
All of the restaurants that have been mentioned have excellent outdoor dining environments. Several bars and coffee places have great decks too - for instance Elemental in Midtown, Starbucks in Bricktown (Starbucks is evil, but the tables outside overlooking the canal are great), and on thursdays you can't beat the Cocktails on the Skyline at the OKCMOA if you like iconic al fresco settings.

West has a great patio. You might also check out Flint, which is in the Colcord.
Didn't West used to be [the original] Iguana Grill (next to Hideaway Pizza)?
On North Western . . .
I don't recall that incarnation of "Iguana" having remarkable al fresco dining, but they had some really good "papas" (potatoes) as a side dish. And they introduced me to that excellent green hot sauce with the lizard (specifically: an iguana) on the label.
Let's face it: Anyone who has a problem locating a "Fine Dining" Experience in the Oklahoma City Metro has no clue what "Fine Dining" means and probably has never even actually been here. (and I am certainly not referring, exclusively, to dining locations in The Former Warehouse District (behind the Minimally Functional Train Station) currently known as Bricktown. Although "Bricktown" is, in my humble opinion, proof positive that Oklahoma City is capable of creating real-life miracles.)

There have been times when I wanted to sit outside but due to our weather and insects, the opportunities to do so have been limited
thanks to everyone for the list, I've come to realize its Edmond that really has a dearth on good sitting outside restaurants
Do any of these alfresco style settings allow dogs? I know it's more common in places like LA and Austin, but was just wondering if we have any small enclaves that allow such things somewhere in the metro.

We have not as of yet taken her, but Sean Cummings Pub said we can bring our pup- they occasionally put a few tables out in front of the restaurant. We have taken her to Cafe 7 and to Nunu's Mediterranean on Memorial, but those are fast-casual, not really restaurants. I have heard rumors that Louie's, Flips, and Rococo Northpark allow pups on their patios but have not confirmed any of those personally.
Louie's does, to my knowledge. I see them out there occasionally.
I've had this discussion before here. I know how much people love their dogs but they don't belong in areas where people are eating. For every dog that may be very well behaved and just sit under your table there will be some that can't resist trying to jump up on people or lick them (their owners usually think it's cute). I've heard the arguments about how clean a dogs mouth is but dogs lick things and places that I wouldn't want to touch, especially when I'm eating.
