That's a moronic list. WVU and Baylor? Texas ahead of OU? Yikes.

When I think of all-around-solid athletic departments, I think more of K-State, OSU, Mizzou, Arky, etc. Definitely MSU though, their one salient pick. These are all usually massively underrated programs, because they don't put all their eggs in one basket.
