It appeared when renovation first started that they were going to expose the original brick.

I think they exposed some brick to determine if it was practical to do so, then decided against it. It's possible that the original brick facade had been too damaged in other renovations to restore without significant expense. Of course, the cynic in me says they might also have just been looking for attachment points for the new facade.

If someone is strongly committed to restoring an original facade and finds the brick to have been compromised too much by alteration, attachment of additional facade or spalling, you can actually gingerly remove the brick facade, turn the brick around and re-lay it with the former inside face turned out to face the outside. But obviously that is a price-is-no-object scenario.
