Accident on the Lake Hefner Dam?

This evening, I came across a horseshoe-shaped, dried stain on the ground (some effort was made with that powder, whatever it is, to clean it) on the dam. The width of the road by fifteen feet or so were its dimensions. About sixty feet of guard rail is damaged. What happened?

Sounds like a mystery . . . =)
(almost akin to the dredging up of that 'time capsule' on the other side of the lake, a while back . . .)
