Any know what this site is zoned for?

Can anyone familiar with oklahomacounty.org, tell me what this site is zoned for? Is it only commercial, could it be a mixed use apartment complex with retail on bottom?

The Village says it's C-2 commercial; there's a tiny strip of residential at the north end, at the corner of Carlton Way.

C-2 does not allow for residential use. This is a restricted commercial zoning.
