City Improvement Question (Streets, Roads and Traffic)

How, exactly, can a person obtain very specific details regarding the origination/purpose of, and parties involved in, various "street repair" projects within Oklahoma City limits? I'm sort of curious because somebody is getting ready to tear up some pavement on North Penn at Hefner for about the third or fourth time in a year. (Narrowing traffic to one lane and causing major irritation . . . A-GAIN.) Someone has to be paying for all this . . . I hope it is The Original Contractor rather than We the People. (Oh! And on a different, yet related, project "they" are also ripping out part of the extension of Highland Park Drive that was created just a couple of months ago . . .)

When I was a lad I watched them pave a street near home. Soon after "they" dug a trench across it to put in a sewer line and then repaved. Next was a trench for a water line that was repaved. Then a gas line and repaving. Okay, okay, the order could be incorrect (it was over fifty years ago) but you get the idea.

Don't get me started about paving a concrete section of US 62 in Blanchard three times in rapid succession.
