The venue didn't have to be all outdoors. Norms had every chance to have an inside presence as well and choose not to. Thus not being interested in being open all year. I understand you have an ax to grind with the Brewers. But at least keep things real. And why would possible new tenants disclose anything to existing tenants. That would be the landlords job if anything. I suspect part of the 100% rent increase you keep quoting. Is largely. Do to the landlord wanting to get paid rent 12 months a year. Which should not be shocking
And yes there is a full different side to this story. (Just like about every business transaction that ends poorly.). And likely the full truth is somewhere in the middle. Because perspective can great alter your point of view

The Old Captain Norm's is now Tipsy Tiki operated by Jeff Rogers of Pink Parrot fame.
Opens weekdays at 4PM and weekens at 2PM.

Captain Norm’s was essentially tropical theme though not quite as overt. Bahama Mama’s and Banana Joe’s were short-lived across the canal from this location in the early 2000s and Baja Cafe (now Mojo’s) was vaguely tropical in the 90s. Also there was a Latin-themed dance club on Sheridan about where Hampton Inn is today, also in the 90s.
