Shawnee International Raceway?

I was at the Norman Art Walk tonight and in one of the buildings they had a piece that were some blueprints of "Shawnee International Raceway" that was going to be built out by Lake Road and Bethel Road. I didn't catch many details of the little plaque on it, but it said something about NASCAR. Obviously it was never built, but does anyone have anymore info on it?
