Default AT&T Building on HWY 9. History?

Ever since I moved here in 2009 i've always thought that the AT&T building at HWY 9 and Chautauqua looked like an old grocery/retail store. Does anyone know if this did used to be a grocery store at one point or was it built for AT&T and just so happens to look just like a retail store?
    Thanks!
