Some highlights are the inflation adjustments for some billion dollars in previously approved streets projects and $25 million for the zoo. The $80m for the PAC is just a down payment of an overall $300m planned redo of the facility. I assume a lot of that will be raised privately. Long range plan for the PAC:

The new $47m public safety center will allow the closing of the Police and Fire building next to the convention center. The city is planning on a RFP for a new convention hotel like OKC's Omni on that site. The county has also started the project to possibly replace the County Courthouse next door as well.
