Sara Road Industrial Park?

What is being built on Sara Rd between Reno and 10th? They have a roundabout and putting in sidewalks? Putting in Sidewalks to where? There really is no place to walk too? It's on the west side of Sara Rd

I have no idea what is going there but sidewalks are required for basically all new construction. New construction without sidewalks, even if there was no place to walk to at the time, is why we have such a lack of sidewalks all over OKC.
