I think that limits them to about 10 days out of the year! (humorous exaggeration -- but not by much)
They have gotten a lot of them fixed. I was out about a week ago and specifically actually counted: On the South inset there are I think only 3 strips left that don't work, on the NE there are ~5 if I remember correctly. The NW portion is not so good, I think upward of 10, but it is by far the most blocked view, and a few of those non working portions are quite low on the building.
Depends on your definition of "soon".
Within a couple of months? Sure. A couple of days? No.
I just twiddle on this stuff in my spare time. It takes me awhile.

Last Friday I rode my bike on Devon's sidewalk (near Nebu) for literally 15 seconds looking for a place to park my bike so I could get breakfast at Nebu and I was about 10 feet from being off their property and was dramatically stopped by a running security guard. Seemed unnecessary, but not a big deal. However, after eating at Nebu I rode along Sheridan on the sidewalk on the Devon side of the street and the same security guard broke into a sprint towards me so I crossed over to the Myriad Gardens side of the street. Is it still not a public sidewalk? Seemed far too aggressive, but maybe they'd had some recent threats or something. Still, isn't Sheridan a public street with public sidewalks.
Yea, any of the sidewalk along the road should be city property and that seems odd they are focusing on that. Though technically you should be riding in the street not the sidewalk, unless it is specifically a trail that can also function like a sidewalk, granted a lot of times our sidewalks do not have enough people on them that it would matter.
bikes don't belong on sidewalks .
Yeah, I can't have much sympathy for that. If you need to park get off the bike and walk it along, don't ride it on the sidewalk.
There is a bike lane on either side of Sheridan from EK Gaylord all the way down throuhg Film Row except in front of the Devon Tower if I remember correctly. Is there any particular reason why?
They rushed to get the LEDs to spell GO THUNDER in May and then kind of went back to normal LED fixing pace...
I've said it before and I'll say it again, The lights on Devon will never be 100% functional and I'm thankful every time I see them they didn't decide to place the LED fins on the entire building. The building has been "done" and occupied for over a year and this is still a issue that hasn't even gotten close to being resolved.
