i dunno about that... (4) uses the pesky word 'import' and i'm not so sure that the average joe with a trunk-full of hooch for his own personal use is technically 'importing' anything.

check out §37-537 (a) (6)... maybe i'm wrong, but it sounds like a person can 'transport' more than one liter into the state as long as they've got the original receipt.
