While it may not affect you now, it is hardly good. The high use now is average use in a couple years. It is more geared to making the streaming services like Netflix, Hulu or Youtube less appealing and their television service they sell more appealing than actually evening out bandwidth usage by people. If the interstate is jamming at a particular spot, is it a more effective solution to limit the number of vehicles to 98% across the whole system (which it will still jam at said spot) or fix an issue at that spot. DSL is not like cable where those 2% actually affect anyone elses line like cable does, and bandwidth is cheap like 1 cent per gigabit to the carrier. AT&T's CEO has flat out said he does not want their system to be a dumb pipe, this is because they can charge you more if you get your media and phone as dedicated services than using internet for the same thing. He also wants to throttle speed of the content delivered to you by content providers not paying them for prioritization. It will come into effect as 1080p gets more common by the streaming services/download services, automatic software updates more frequently, remote working and video calling all get more popular.
