I think if I were a commercial property owner I would much prefer to have Integris as a tenant. I'm guessing they would pay on time and sign a long term lease. At least more likely than any restaurant or bar.
It also helps give health care to the mid-town and downtown areas. More consumer friendly than the ER at St. Anthony or OU.
There is no need for the city's zoning code to get into the weeds this much and prevent some form of retail space becoming medical space. Let the market decide that, not the city. Property owners and prospective tenants dont need that kind of micro managing from a city.
Also, medical can pay most high rents, more easily than a lot of other users.
