For me, it's Willis Tower. Though 1WTC is officially taller because of it's spire (the Council on Tall Buildings and Urban Habitat [CTBUH] include spires, but not antennas, as part of a building's official height), Willis Tower is taller to the roof.
I personally view the height of a building based on the roof. I'm just someone with an opinion, but I think it's tacky to include anything beyond the roof into the official height. The debate has come up out here in California with the Salesforce Tower in San Francisco and the Wlshire Grand in Los Angeles. The general consensus is to just say Wilshire Grand is taller and leave it at that, even though it doesn't even appear to be the tallest in Los Angeles (unless you know the spire is part of the official height).
Count me in the group that the height of a building should be based on the roof.

What about the design of the Jeddah tower?
I thought Jedah was destroyed by the death star?
^ I'd probably go with the architectural tip for Jeddah Tower, because the whole skyscraper generally tapers to a point and there's no visual difference between the spire and floors.

^ I first heard of that when it was featured on the TV show "Extreme Engineering" back in 2003. I loved that show!
I think ive watched that show before. Its been years tho.
