Why is the fountain that's shown at the 12 minute mark no longer functional? It's in the BOK plaza and has plants and shrubs in there now.

I've seen this video several times. I thought that maybe someone on here posted once upon a time. Otherwise, I'm not sure how I found it. Watching them jubilantly tear down downtown buildings is kinda sad.
