The roof and top floors are two separate things. They will probably want someone in peak physical condition to be on the roof for maintenance issues due to wind and other heavy lifting.

The outside still looks the same. Not that hard to put up some walkways, guardrails, and leave a hole in the roof for one elevator. There has been some changes like the addition of a restaurant which I think this new observation deck is primarily for. You suggested that there were major structural changes.
Lol. You suggested that the entire crown was completely different in design than all the renderings shown to date. They simply added some rails and doors and such to the existing structure. You were called out for your ridiculous crown conspiracy theory. Not the same. AT. ALL.
All I suggested is that the glass will go on the inside of the yellow beams, and not on the outside as the renditions indicate. The closest I ever came to suggesting structural changes was the height of the crown, which was quickly disproven thanks to some photos from the crane cab.

There will definitely be an observation deck but we don't know who will have access. It might only be open to VIP's and special guests for all we know.
But there will definitely be one and the way Nichols & Devon have insisted on making the building and most their complex open to the public, my bet is they will allow the proletariat up there at specific times, with proper supervision.
And while this is a very nice feature, remember anyone will be able to go to the restaurant which will only be two levels lower and have pretty much the same view.
