    Capitol Hill neighborhood poised for revival

    OKLAHOMA CITY – When longtime Capitol Hill businessman Brent Fisher’s father opened Dean’s Drive-Thru Pawn Shop in 1968, the area was a vibrant business district filled with bustling department stores and restaurants.

    Today, Capitol Hill is dappled with vacant buildings, used-car lots, Mexican grocery stores and thrift shops, but a few signs of urban renewal are starting to spring up.

    “I’ve been here when it was the place to be, when it wasn’t the place to be and when it’s getting back to where it’s supposed to be,” said Fisher, who purchased the pawnshop from his father and took it over 15 year ago.

    Revitalization efforts in the Capitol Hill district have been slower to take root than they have in other areas of the city, but business owners and community leaders say the area is poised for a renaissance after decades of decline. The area has been slower to blossom again than other older districts like Automobile Alley and Midtown because of a bad reputation that has been hard to shake.

    Capitol Hill won status from the city as a business improvement district in 2009, generating new tax revenue for improvements in the district. The realignment of Interstate 40 and the city’s Core to Shore redevelopment plan will drastically change the landscape of the area just to the north of the Capitol Hill area on the other side of the Oklahoma River over the next few years. Business owners in the area hope some of the momentum to redevelop downtown Oklahoma City will eventually spill over to the south bank of the river, said Jeri Montgomery, executive director of Capitol Hill Main Street, a group that has promoted revitalization in the area since 1997.

    “Things north of the river have been revitalized or are in the process of being revitalized and Capitol Hill is the next best place to downtown,” Montgomery said. “The things going on north of the river are the next best thing to be redeveloped and eventually, we hope to gain the attention of the people who actually have dollars to reinvest.”

    There are still a few boarded-up, crumbling brick storefronts, but occupancy rates in Capitol Hill are on the rise, said Randy Quiroga-King, chairman of Capitol Hill Main Street and publisher of El Nacional, a Spanish-language newspaper that maintained its offices in Capitol Hill.

    The area has improved little by little since El Nacional opened its office on SW 25th Street about 22 years ago, Quiroga-King said.

    “There’s a lot less vacancies than there were 22 years ago,” he said. “It was really kind of a ghost town.”

    High rates of absentee ownership have left abandoned buildings to fester in the area, but taxes assessed to property owners as part of the new business improvement district have created new incentives for owners to either sell their properties or fill them with tenants, Quiroga-King said.

    Fisher would eventually like to see one or two high-profile restaurants or shops come into the area, giving shoppers a reason to make Capitol Hill a destination, he said.

    It’s been difficult to attract many restaurants or retailers to the area, because the area is populated by lower-income and working-class people, Quiroga-King said.

    “It makes it a little bit difficult to bring marquee tenants and anchors here to the district – just the cost of rehabbing buildings here is substantial,” Quiroga-King said.

    Although one of the city’s older neighborhoods, the Capitol Hill area lacks designation as a historic district, so it does not offer the attractive state tax credits that have helped revitalize other older neighborhoods, Montgomery said.

    Capitol Hill is working on getting a federal grant from the Department of Commerce later this year that will give property owners incentives to make energy-efficiency improvements on their buildings.

    The predominantly Hispanic area has garnered a reputation for high crime that community organizers say is undeserved.

    “There is a stigma that is attached to it,” Montgomery said. “The reaction I get is “Oh my God, is it safe to go down there?’ When you get people down here, they see it’s a perfectly safe place to come.”

    Thanks for the info Metro. I've been fishing for information about the area as I will be participating in the Main Street Rockin Reunion event (vendor) and know little to nothing of the area. Yes, I have concerns and guess I need a little more information to help me to evaluate my options.

    They need to get on the register of historic places. The Main Street Program isn't enough.

    okay I just bought a 6 plex 1 block from downtown capitol Hill.. I believe in this place and it will be great due to all the development around.. Now does any one know about the latino cultural center being built in capitol hill area. thanks

    I also need any info on any new development planned for this area.. prices on real estate seem cheap and hopefully a great place to invest for the future..

    Good luck and congratulations on your investment Reno. I don't have any info for you but I think you're right about a great place for future investment. That area will develop eventually.

    I have several rental properties in and around OKC, I always check and research any planned development PRIOR to purchasing any property. (development could negatively impact property purchased)

    This area still has a long way to go. Seems like every couple of years there's promises of revitalization. I remember a big article in the Gazette awhile back about a large amount of money being spent to spruce up the Commerce/Robinson intersection area. Fast forward a couple of years and it looks as bad as it did before they spent the money on who knows what.

    It is a real shame as I could see this area being a lot more culturally significant. Maybe the next 5-10 years will be much better. We've considered investing money on a few commercial properties in the area, but have always decided we'd be sitting on it way too long.

    BBates all the major arteries into Core to Shore and downtown run right through cap hill area.. And since all the major missions and Detox going in on Linwood this seems to be a safe play for the future.. Also since you seem like you have a knowledge of OKC what area would you play 5-10 year projection that seems reasonably priced. and don't give me any johnny come lately areas. thanks jp

    I'm well aware of the geographic upside of Capitol Hill. The area has been a major artery into downtown and Bricktown forever - not to mention property prices are not high. That doesn't override the reality that little has been done to develop the area in any serious way. Do I think it eventually will? Certainly. But you'd better be prepared to sit on your investment for your kids to reap the rewards of.

    I'm not in a financial or professional position to know what the investment crystal ball reveals for the next 5-10 in all of OKC. I only know the areas I am familiar with - which certainly and intimately includes Capitol Hill. I personally think it would take a huge investment group to come in and start buying up left and right in the CH area to make it viable for a 5-10 yr projection of profitability. I'd love to see the area developed into a Hispanic version of the 23rd and Classen area.

    C'mon you have to have some kind of idea.. Have you lived in OKC very long? Certainly you have some kind of pulse of what is going on.... Heck if Plaza District on 16th can come back then surely CH will... What about Britton area downtown. I was really big on Linwood area until they ruined it with detox and rescue mission development..You guys have to have some kind of opinion on what areas might be good..

    My buddy just bought a warehouse on commerce and Robinson and I got a soundsystem and threw a party on Friday. Cops didn't pay us any attention. We had a few cars of gangbangers roll up but then they moved along. I think I'm gonna do a couple more ragers there.

    It seems a couple of quality Mexican restraunts (with sidewalk seating), one or two Mexican art studios, an authentic clothing store, and maybe an ethnic food store and the area would be well on its way to being a destination for locals. They should also string some white lights over 25th St from Robinson to Walker. They could also pump some music to the sidewalk via outdoor speakers. Some times you have to fake it until you make it.

    Sounds like the Santa Fe district in Denver. It was once in the same condition as Capitol Hill.

    Thats what I have been telling people the mexican gangbangers only mess with other mexican gangs. Last few times I have been there its been really nice.. people are nice and ready to improve the area.. All you folks with money out there lets buy it up and make this place rock..

    I'm not sure what you mean by an authentic clothing store. Hopefully you don't mean a typical Mexican resort tourist trap with serapes and sombreros. Something with quality imports would be great though. There are already a number of ethnic food stores in the Capitol Hill and southside areas.

    If we could come close to capturing something like this atmosphere it would be great though.

    While I don't ever shy from being out and about in the area, it is actually very violent. A volunteer with the Christian Service Center (SW 26 and Rob) was cutting through one of the alleys off Commerce and Robinson and was almost beaten to death just two weeks ago. All for a ten dollar bill that was in his wallet. Another friend was robbed while carrying groceries from the Mexican grocery store at Commerce and Walker. Her hands were full with two sacks when two Hispanic youth robbed her at her car. Another was sexually assaulted after leaving the church just East of Commerce and Robinson (all in the last 90 days).

    Crime tracker shows some incidence but there is worse areas..
