Probably hit it on the head. They aren't going to be used that often, and I wouldn't be shocked if some cities restrict their use. Of course they are legal by the state, but not sure if the cities can go further. They are horrible for the streets and cause quite a bit of wear. Where I grew up, we got on over 40-50 inches of snow per year, but tire chains were illegal for use on any public street.

Oh i forgot, so I double checked. Chains are illegal on vehicles over 2 tons, so I would image that could rule out school buses.

On the east side of Norman, it was still very bad yesterday in the residential areas (it took me 15-20 minutes to get to the CART bus stop trying as best as I could to walk two blocks and avoid falling). Norman never plows the residential streets or even salts/sands them, it's probably not included in the budget.

It is however, much better this morning, with the temperature having risen above freezing. Unfortunately it looks like the southern branch of the jet will be active the next week or so...
