Louie's at the Lake - New Parking?

I noticed dirt work going on today just east of Louie's, north of Britton Road between the lake drive and Lake Hefner Parkway. Is it new parking or something else? Might it indicate future development north of Louie's?

I was at Louie's Lakeside and just noticed the dirt work too. It definitely does not appear to be more parking - perhaps another restaurant or bar? Not sure...

I thought all development out there had to go through a big approval process. There was a huge fit about adding Louie's.

I'm pretty sure it's a small parking lot for additional recreation users. I don't think stuff like that has to go through a big approval process. I had a business lunch at Louie's on the Lake today. I snapped some pics on my iPhone and will upload them soon for your viewing pleasure.
