I don't live in OKC city limits so I don't really care either way ..
I know some people were really against this, particularly because they carved out some of the nicer areas to be exceptions to the ordinance.
But more density is needed and we will be facing a housing issue for quite a while, so this could be a way of helping.
ADUs are a great tool for adding more housing in the already-developed, most desirable places in the city that does not require demolition and preserve the character of the neighborhood.
From my understanding they cut out some neighborhoods north of 50th, but it seems like the Paseo and Jefferson Park are also excluded as they are Historic Landmark Overlay.
Kinda dumb to exclude two neighborhoods where there already a ton of ADUs, duplexes, apartment complexes, and SF homes. The reasoning was the streets were already congested...

This was the issue. That certain neighborhoods successfully lobbied to be excluded, which to many smacked of elitism and favoritism.
Build baby, build!
Its kind of crazy that these were once very common, and all in nice neighborhoods like Heritage Hills, and now people are against them? I hate the carving out and excluding certain areas. If someone owns property and wants an ADU, let them build it. Its a simple, straightforward and efficient way to add housing stock.
Owners need to be aware that in order to have one of these moving forward, the owner has to live at the address. You cannot own a rental, then build an ADU out back to double your rental units.
Any construction would have to abide by existing regulations in those neighborhoods.
They were specifically excluded because they don't have the underlying R-1, R-2, R-3 zoning but instead Historic Overlay zoning.
Most people felt this was a cop-out and capitulation to organized neighborhoods that protested against ADU's.
Is there a minimum lot size?
And what about utilities for a second livable residence on a property. Gas, electric, water, sewer. Will they have separate meters or tap into existing utility services especially water and sewer. Separate trash collection and billing? I wonder if these things were thought out and decided how they would be handled.
Those things would be required by code but don't think they would be required to be separately metered/billed.
It's not uncommon for a landlord to charge a flat fee for utilities or merely require a pro-rated portion. I lived in a guest house in California and none of my utilities were separately billed (apart from phone, cable, and internet).
Th city needs to do a good job of making sure people know they will still need to apply for permits or you'll have issues like this:

I think if my neighbor was building a new building and it was encroaching 1 1/2 ft onto my property I would notice it long before the building was completed and take action when the foundation was being laid out, not wait until it was fully constructed to do something about it.
