This is my short list:

Battlefield Earth
(Starring Vinnie Barbarino in Klingon makeup. Bad Klingon makeup.
The Scientology behind it is probably accurate.)

Exorcist II: The Heretic
(Richard Burton on crack or some other mind-altering substance.
As a priest. In a tinfoil hat. Fighting demons.)

The Skydivers
("The only film about parachute jumping without parachute jumping."
A Mystery Science Theater Klassic.)

Red Zone Cuba [a.k.a. "Night Train to Mundo Fine"]
(Fidel Castro lasted this long in Cuba primarily because of this film.
The best part is John Carradine's rendition of the theme song, which should provide a clue to its badness.)

The Day the Earth Froze
(Proof positive that there are bad Scandinavian directors.
And in which we are introduced to the mystery of The Sampo.
A mystery that remains unto this day despite repeated viewings.)

There are no "wrong" answers . . .
Except maybe Citizen Kane.
