If the "roadblock to commerce" is wielding one of those EBT Cards, I think I will grab it from them and say "Yes" to the Lottery Ticket purchase offer from the cashier.

This is almost guaranteed to ensure one's picture appearing on that colorful "Arrests O' The Week" tabloid on the same counter!
