They're not broken if you don't like competition, anyway. The consumer base does not exist in order to support liquor stores. Liquor stores exist to provide booze to the consumer base. Right now they have a monopoly that the average retailer can't crack. If the liquor stores provide ANY benefit over what Walmart can, they'll stay in business. It's about economic efficiency.
