If we paid bars, restaurants, concert venues, etc. to stay closed and pay their employees until there's a vaccine, it would probably cost less than the health care costs from the number of cases they're currently causing by having to open back up in order to stay in business. It would also be helpful for anyone in a position of authority to drive home the point that Halloween, Thanksgiving, Christmas, and New Year's celebrations can't be done safely this year, save for small outdoor gatherings. Neither of those things are going to happen at this point, but that would be a theoretical start. As it is, the current rise in cases is incredibly worrying.
