In TV, creators have much more control over the final product than a screenwriter of a movie does. Usually they are the showrunner, which I believe is the case here.

It's being developed as a companion to TNT's cable-sized hit "The Closer", which stars Kiera Sedgwick and is very highly regarded by critics, which is a good sign for the quality of this show, because they are surely aiming for the same kind of praise. The Closer, and Sedgwick in particular get a lot of press.
