Under the MacArthur bridge over the river

Does anyone have any idea what they're doing under MacArthur along the river? It looks like they're building a road.

They are extending the river trail as part of MAPS3.

Will continue west and then north, connecting with the existing Lake Overholser trails which in turn connect to those at Lake Hefner.

Will there now be a way to get off on Meridian? Before when I rode my bike to work I would take the river trail, get of on Portland and go over to Meridian,

From the plans I've seen there is a landing behind Golden Palace. From there trail will cross over the river to the north side with a new bridge and run from that point west all the way to NW 10th and connect with the trails at Overholser.
