There are hundreds of traffic lights with the "shields" busted out. Does anyone know if the city is going to replace them, does insurance cover such a thing? does the city just chalk it up as a loss?

I hope so. Notwithstanding the fact that it looks bad, during the day without the glare-shields it makes the lights harder to see.
The City is self-insured, so no funds from an actual insurance company. I suggest calling 297-2531 (Traffic Management) and asking what their plan is.
Most cities across the state are still waiting to hear word if cities will be eligible for federal relief for public infrastructure repair costs.
