Apartments at NW 30 and McKinley

Does anyone know what's up with the apartments at NW 30 and McKinley? It's a good sized apartment complex, close to OCU. It seems to me it should be rented but its boarded up. I drive by it a lot and am just curious.

Strangely, the County Assessor shows this property as "parcel not found":

That block has been abandoned for a while, the other one next to it (nearly identical buildings) are occupied, but appear somewhat run down from the outside.
