What's going in at SW 59th & Mustang Rd?

Noticed a lot of dirt work going on at the NE corner of SW 59th and Mustang Rd. I know for years, there was a sign for a 'coming soon 7-11', but that sign disappeared about a year ago.

Is it a 7-11, or something else?
