The memorial will be the centerpiece of a new section of Wiley Post Park, stretching along the north shore of the Oklahoma River adjacent to the lower section of Scissortail Park.
Additional plans call for various playground equipment, shade structures, and seating areas.
A conceptual plan for future phases shows a pedestrian bridge connecting to the section of Wiley Post Park on the south side of the river.
Work should start this winter.
