Would like to know if they can really prove that the call originated from outside the U.S. as opposed to someone local buying a burner and using a VPN. Because to me, the latter seems more likely than the former.

I mean, the FBI isn't going to come out and announce something like this unless they were sure.

What would be the point of a burner if you are making an IP call?

And it would more than likely have to happen the other way around - you would have to get a US number to call from and to provide metadata in the 9-1-1 call corresponding to a Norman, Oklahoma location.
