It seems the city is removing the medians on Penn north of 23rd. Any idea why?

I think there has been a water line replacement project running north and south along Pennsylvania for the last year, or so. I have noticed some work involving the roadway as part of it on occasion. I also recall that the City has been working to remove raised median islands from 4 lane/40mph roads over the last 20-25 years. Maybe that is part of it?

Maybe. It's odd, though. They removed the medians, then rebuilt one at that intersection. They are now tearing out some curbs and rebuilt them on both sides of penn.

I can't picture which median has been removed and rebuilt?
