Richard McKown (Level, Mosaic, OKSea) is proposing more apartments for the vacant lot directly east of Level and south of 400 N. Walnut.

McKown was the only respondent to an RFP by OCURA; he already owned about half the vacant lot.

This is great! Will be nice to g et more bodies down in Deep Deuce, which will hopefully help the great restaurants in the area!

I mean I like that it is brick and I like the underground parking. But I would prefer some for-sale housing to start getting better-mixed into Deep Deuce.

Seems like a no-brainer for McKown to now change Mosaic to "LEVEL West" to tie all 3 of his neighboring complexes together.

that was the original "working name" and this was a long range plan at the time i would not be surprised to see this have a new name before it opens

Absolutely. Wish more developers would take a cue from him on underground parking.

It seems like there are just a few more areas in Deep Deuce that are ripe for development. The triangle location where the gas pumps are, the empty Brownstone lots, and the warehouses that have been sale for a while (former Oklahoman distribution centers?). Hoping we see some movement on those.

Awesome to see this finally moving forward! I remember them talking about having plans for this back in 2012 when I was first looking at apartments in the area.

An update in the OCURA packet for tomorrow's meeting:


In July 2019, OCURA issued a request for proposal and received one proposal from
City Center Development. In February 2020, OCURA named City Center Development
as the conditional developer for two parcels along NE 3rd Street between N Walnut
Avenue and N Central Avenue. The intention was to construct apartments with the
project name being LEVEL East. The project has gained no traction, so the RFP will be
reissued soon for other developers to make proposals.

Looks like it.

We'll see if anyone replies to the forthcoming RFP.
