You could have the exact same number of surface parking spaces that they have now and organize the site plan in a different way to minimize the visual blight of the parking and make the whole thing more cohesive. (See any number of examples.) But I think what has happened is that the developers didn't really start out with a "plan," per se. They were hoping to attract a number of different uses and have been sort of "making it up" as they go along. I don't know to what degree any of these projects are even really trying to interact with each other. It's an opportunity lost in terms of creating something special.
All that said, I am willing to forgive a lot because this is in a part of town that desperately needs this development. It's MUCH, MUCH better than a strip mall with a Wal-Mart on one end, a Hobby Lobby on the other and a Dollar General in the middle. Maybe a Chick Fil A and a Taco Bell on pad sites in the parking lot. And that is what OKC gets a lot of.
I think there is this thinking that well-coordinated design has to be reserved for upscale places like The Oak. I don't really think it does. It just takes imagination.
