If you look at the bottom of that odd looking one, you should see a link that says "Full Site." Click that and it should give you the regular looking site. It seems for some reason Chrome is loading the mobile site.

That looks like some weird version of chrome? Go to Chrome - About Chrome and see what version it is.

It looks like you might have the mobile version of Chrome enabled.
The version of Chrome on this computer is Version 51.0.2704.103 m (64-bit)
I'm thinking the M stands for Mobile...sadly, I don't have admin rights to uninstall/install software.

Unrelated to your issue, but also keep in mind that browsers are going to render webpages slightly different depending on how the website is coded and the capability of the browser. For example rounded corners isn't capable in all browsers and every browser requires different code to do it, which requires webmasters to say something like if ie then *code* if firefox then *code* if chrome then *code* if safari then *code*. This can be time consuming, and the browsers may not even render the corners exactly the same.

Had a similar problem with my desk to computer (Windows 10); when I switched to chrome; then OKCTalk version looked bland. Switched back to Mozilla Firefox; the original version of OKCTalk returned.

it does the exact same thing for me on chrome
Yesterday, I clicked on View Full Site at the bottom, which I thought I would have to do every time, but the site came up normal today when I first opened it.

Actually, that's the industry-pushed way *not* to code webpages these days. You explicitly *do not* check for browser types like IE11 or FF. You code for capability, and write toward standards like HTML5. That's why there is such an aggressive push for all browsers to become HTML5 compliant, and why evil old browsers (like most any older version of IE) are being aggressively non-supported).
And keep in mind, too, that MS is no longer actively developing Internet Explorer, releasing security fixes only, pushing to the new Edge browser in Win10 (good or bad), and that's a whole new ball of wax. Watch for nearly open warfare to break out between Chrome and Windows as Windows 10 "S" will actively block Chrome as a guest browser application in its new Windows Store application model.

I had the same problem today for the first time. I now understand the site it coming up as a mobile version on chrome, but why all of the sudden. Apparently this thread was started on May 11, and a month later same problem. Granted Google Chrome auto updates, but I can find no reason for the site to without reason to start coming up as the mobile site.
Ideas anyone?
