It is a four-story income-restricted apartment complex for senior citizens. It will have have 72 units – 32 one-bedroom and 40 two-bedroom – for a total of 112 beds in 70,000 square feet with elevators, storm shelters and a variety of amenities.

There's been some discussion on Facebook today about movie theaters, tax incentives, and development in Stillwater. I've tried to keep up and answer questions where appropriate, but rather than chase all the threads, I figured it might be helpful to provide a quick FAQ on the topics being discussed.
1. Are we getting a Warren Theater? Maybe. I certainly hope so. We have announced previously that Warren is looking at several sites in Stillwater for a new theater, and the city has been involved in discussing what incentives might be available depending on the location and scope of the development. Those conversations are continuing, but nothing has been finalized.
2. Is the City going to give Warren incentive money? If the development happens in one of the areas of town when incentives are available, yes, it's possible that Warren will receive some incentives.
3. How much incentive money? That's still unclear, and it depends on the location and details of the development. If the theater is in the central reinvestment area covered by the new TIF, I would expect that Warren will request several million dollars in incentives.
4. Where does the incentive money come from? The money DOES NOT come from the city general fund. It DOES NOT come from road funding, or any other money that the City uses now to provide infrastructure or services. The money DOES NOT come out of any taxes you have paid, nor will it have any effect on your sales or property taxes. Tax incentive financing only uses the new property and sales tax generated by the development itself.
5. Why would we incentivize a private business to come to Stillwater? For better or worse, communities compete for these type of attractions, and other cities have been willing to provide millions of dollars in incentives, including Edmond, Midwest City, Broken Arrow, and Moore. In the case of movie theaters, several attempts have been made over the years, and multiple companies have expressed interest, but Stillwater was not willing or able to provide the requested incentives. The result has been that Stillwater loses thousands of dollars in sales taxes when our residents drive to those other communities to see a movie. Those sales taxes pay to maintain Edmond's streets and for Moore's new fire trucks. We need to keep them here.
6. Why would we incentivize a movie theater downtown? The Stillwater (Re)Investment Plan makes incentives available to encourage redevelopment in the central core of town. This location is important because of its proximity to campus and the existing infrastructure that badly needs to be updated. Rather than seeing more development pushed to the edges of town, requiring more new infrastructure and accompanying sprawl, traffic, and maintenance costs, we are encouraging business to redevelop dilapidated and underused parcels in the core. This allows the City to use its limited funds more efficiently and creates a more consolidated, vibrant, attractive area for residents and visitors.
7. How will a decision on incentives be made? If Warren decides to pursue a downtown location, they’ll present a request for incentives to the City. This request will be vetted by the downtown TIF review committee, made up of representatives from our local taxing entities (Payne County, the Public Schools, Meridian Tech) and four citizens (Jeremy Bale, John Killam, Mark Blakeman, and Susan Arrington). The committee will examine the anticipated financial benefits, tax revenues, and other factors. The committee’s meetings are open to the public. The committee with then make a recommendation to the City Council about whether to approve, deny, or modify the request. The City Council will then discuss the same issues in open meeting before making a final determination.
There are certainly a lot more questions that we will continue to discuss, and most of this is based on policy decisions that are really up to what we want to do as a community. Based on my conversations and the feedback I get, I believe that Stillwater is ready to invest in itself and pursue more opportunities to grow and prosper.

So the Beta House hasn't been banned again? Went through the old house when I was in college before they reformed. Looked like they just left in the middle of the night. There was stuff all over that old house. Of course a year or two into my stint they re-organized and cleaned everything up.

Since getting their charter back in 2004, they have been in the top 3 every year for shows, sports, and grades. Since 2010, the house has had 100+ members living in house, and an additional 20+ living out of house. Also, maintained top 10 in size since inception for all Beta chapters. I believe in the last couple of years they have had a member named IFC president.

The primary benefit will be to provide much-needed space for the commercial air service. Additionally, the current terminal is not designed for commercial air service and is a 1950s structure. This project will add specially designed commercial airline service space as well as remodel the existing terminal.
This project will be funded with 90% FAA AIP Grant funds and 10% with local and state funds not yet secured. Budget expected: $12 million. Anticipated completion date: 2026.

I don't think so. I think Sen. Inhofe once again needs to get on the ball and come up with grant money. It's probably needed to secure flights elsewhere, such as Chicago. North central Oklahoma needs it without further delay.

True, a lot of talk, but hopefully the reality of OSU's $70,000,000 McKnight Center for the Performing Arts will be seen as making Stillwater a more desirable place to live and draw employers offering higher paying jobs. Adding another destination, such as Chicago, for passenger airline traffic in the future won't hurt.
The lack of good paying jobs has long been a sad, economic problem for Stillwater.

The Salty Dog Saloon, just off 5th and Washington was remodeled from a laundry. It does something different by giving tribute to Red Dirt Music by having portraits hanging on the walls of those who originated it. To end with a sidelight, it was a more fun than usual weekend in Stillwater with a thrilling old time one ring circus at the packed McKnight Center and for cat lovers, the Thundercats Cat Club cat show at the Expo Center. This cat took first place in ring 2.

Every city wants to be vibrant, the kind of place where people want to live, work and play, but some are further along than others.
Last week, a group of Stillwater residents invited Quint Studer, a businessman and community revitalization advocate, to come and teach them what other cities are doing to activate development and quality of life projects. It’s a “secret sauce” Studer developed while observing what other towns have done and putting those lessons into practice in Pensacola, Florida, his home city.
Studer and his staff from the Studer Community Institute gathered with about 60 participants representing business; government; Stillwater’s major educational institutions like Oklahoma State University, Meridian Technology Center and Stillwater Public Schools; real estate developers; bankers; non-profit agencies; realtors; land owners; arts organizations; visitor recruitment and faith organizations for a workshop Thursday morning followed by a community meeting later that evening.
Studer said Stillwater has a lot going for it, and is way ahead of many small to medium-sized cities because it has a university and a quality public education system. Most communities rate themselves low in education and feel they have to address that first, something that is no small task.
Studer said one of the keys to a vibrant city is a strong downtown. Stillwater’s downtown has made strides in the past decade, but he still doesn’t think it’s where it needs to be. Different people seem to have different perspectives on how far downtown Stillwater has come.
“People who have been here a long time and remember downtown in the '90s might say, ‘Yeah, it’s really vibrant,’” he said. “But younger people or people who travel more don’t necessarily see it the same way,”
Studer said Stillwater has the elements but it’s a matter of sequencing. He emphasizes the importance of doing the right things in the right order when revitalizing a downtown.
It starts with programming to draw people to the area, followed by retail and entertainment, then office space and finally, a variety of residential development.
He recommends starting on one corner and making it great, then building out from there.
Studer identified the intersection of 7th Avenue and Main Street as the area of downtown that is closest to being ready. He said it's going to be important to get a tenant who will offer entertainment in Russ Teubner’s building on the northwest corner because he doesn’t think the area generates enough foot traffic right now to support a boutique or some other type of retail.
Programming and events are the first steps.
“Every weekend, something needs to be happening downtown,” Studer said. “You need a full-time person who wakes up every day and thinks about it.”

Work has begun on a Starbucks to front W 6th Ave. in front of the old University Inn & Suites (2515 W 6th Ave.). Unless the area changes with the 6th/51 widening project, this area will become more of a nightmare. IMO, a center median with designated turn lanes should be added down to the Stillwater Visitor's Center.

I took my daughter to lunch this week and we went to HomeGoods. It was very well stocked and packed with shoppers. It will do very good in Stillwater.

I went up to Stillwater a few weekends ago and took a long walk throughout the campus and the surrounding areas.
I had not been up there since the '80s and it was a great way to spend a Saturday afternoon.
It's a great college town and it was fun to see all the improvements.

Bunty 07-21-2021, 12:56 AM Stillwater's 2nd IQ Car Wash opened Tuesday on Perkins Rd. across from Wal-Mart as pictured. This was the former site of the Sirloin Stockade buffet there for many years around three decades. Not pictured is Del Taco just north of there, which opened last year.
Stillwater's 2nd Starbucks, will open soon. It's west of 6th and Western.

Nope, and I bet the same with new downtown movie complex. For a close by hotel, the Atherton in the Student Union is practically across street from the strip. The next nearest hotel is the the Best Western Cimarron. It may not be a too far of a walk, especially if you end up off the strip at George's.
Bunty 07-25-2021, 06:54 PM As pictured, home construction is booming near the northeast edge of Stillwater. It's the Skyline East, 2nd Section Residential Subdivision, located east of the junior high and just west of Jardot St. It's on 27 acres with 124 residential lots. In the same general area, north of the junior high, the west side of Grandview St. is being lined with new home construction for several blocks. Two bigger new subdivisions on the opposite side of town are just getting started. One is at located at 32nd and Western, called Frye Farms Residential Subdivision. It on 67 acres with 182 lots. The other to the north is Park Valley. It's on 80 acres with 329 lots.
Also pictured, a lot for development is being offered at Duck and Elm, a short walk from Eskimo Joe's. It was the site for a large new apartment complex, until it got canceled. I have no idea why, unless expected growth in OSU enrollment was disappointing. Of course, if could have been for something totally different.
Construction on OSU's impressive new Agricultural Hall started in April. It will cost $100 million. It's still in a very early stage of construction. Construction on a new frat recently started at University and Washington, or north end of strip. Construction on two new Greek houses on University Ave. is nearly complete. Pictures later.

Another one also recently started construction at 3rd and Monroe. It's Chi Omega. The construction site displayed no photo of the completed house, so no photo to see.

Dutch Bros will be arriving in Stillwater in August and will be located on Perkins Road over by Little Ceasars Pizza. The Oregon-based coffee franchise was founded in 1992, and is currently the largest privately owned drive-thru coffee chain throughout the United States.
