Yet another mixed use development has been proposed for the Classen Ten Penn neighborhood, the third this year.

Shyon Keoppel has already cleared the land on the southwest corner of NW 13th and Classen and is proposing retail, office and residential on the .64 acres.

The location is directly south of the recently completed Sunbeam Family Services (http://www.okctalk.com/showwiki.php?title=Sunbeam) complex and adjacent to the new headquarters for Catholic Charities (http://www.okctalk.com/showwiki.php?title=Catholic+Charities) which is currently under construction. Directly across Classen, Midtown Renaissance – developers of the Plaza Court and scores of other projects in the area – has cleared another sizable lot for future development.

Two other mixed use developments have been recently proposed for the neighborhood: N.W. 16th & McKinley (http://www.okctalk.com/showwiki.php?title=NW+16th+and+McKinley) and N.W. 10Th & Blackwelder (http://www.okctalk.com/content/188-mixed-use-nw-10th.html).

After proposing a somewhat vague Planned Unit Development application, Keoppel met with surround residents last week and tentatively agreed to remove several possible uses, such as fast food and limit restaurants to no more than an ABC-2 permit, meaning no bars that don't sell food.

It was also agreed the structure would be no more than 3 stories with a rooftop deck and that Keoppel would preserve the historic brick back alley.

Before receiving a continuance in the last meeting of the Planning Commission, Keoppel told the committee the preliminary plan was for retail on the ground floor, office on the second and residential on the third, noting the excellent skyline views from the slightly elevated property.

The matter goes back before the Planning Commission in two weeks and if approved would join other projects on lower Classen such as Sunshine Cleaners (http://www.okctalk.com/showwiki.php?title=Sunshine+Cleaners), Young Brothers headquarters (http://www.okctalk.com/showwiki.php?title=Young+Brothers), 21c Museum Hotel (http://www.okctalk.com/showwiki.php?title=21c+Museum+Hotel) and the Residences at 21c (http://www.okctalk.com/showwiki.php?title=Residences+at+21c) as major new development in the area.

It took developer Shyon Keoppel two years to assemble the property at NW 13th & Western, and now he is set to start work on an ambitious mixed-use project on that site.

Dubbed 13 Chelsea, plans submitted to the Planning Commission call for two buildings: A large 4-level structure and a l-level building to the south.

The design by Richrad Brown Architects is likely to change a bit for the southern building as leasing efforts advance.

The larger building will feature a penthouse-level restaurant and/or bar space with a terrace which would provide commanding views of the skyline to the southeast.

The rest of the development would be leased to a variety of commerical tenants as negotiations are on-going.

Pending approvals, Keoppel hopes to break ground in the 2nd or 3rd quarter of this year.

He also owns the two properties immediately to the south.

1215 N. Western has been remodeled and is currently seeking a tenant.

The old Beauty's Cafe at 1101 NW 11th is presently being remodeled for a bar and restaurant concept called the Rabbit Hole headed by James Vu of La Brasa and Kong's Tavern.

They lost their anchor tenant and I think this project is on the shelf indefinitely.

Property is now for sale. Based on the price, Im sure it will sit for a while.

No, just have seen the for sale sign on the property.

I dont know how anyone can pay what they are asking, almost $2MM, and then have to spend the money required to develop it and be able to make any money in the end.

Dang that sucks, I was excited for this project. I'd really like to see more development west of Classen, the Plaza District obviously proved it can be successful.

Boo. Classen can be such a great corridor and is getting there, but still has so far to go.
