Background
In August of 2013, an LLC headed by Ron Bradshaw purchased the old Page Woodson School in near northeast OKC and announced plans to redevelop the historic structure into housing.

The school is situated in the middle of several blocks owned by the Oklahoma City Urban Renewal Authority (OCURA) and after receiving a proposal from Bradshaw's group to develop the surrounding properties as well, OCURA decided to issue a formal RFP to determine if there may be other developers who may be interested.

In OCURA's meeting this Wednesday, they will review the proposals that were received. The first is from the Miller Valentine Group (http://www.mvg.com/) from Cincinnati. The second if from the same Bradshaw LLC that now owns Page Woodson.

Miller Valentine Proposal

The first option will consist of a single phase development located on the southern portion of the redevelopment area. This options assumes that the competing developer will develop the Page Woodson School in conjunction with the northern lots. Our development, located on the southern portion of the property, will be a 196-unit mixed income property situated in eight residential buildings. Also included in the development plan is a clubhouse with a state-of-the-art fitness center, community room, computer learning center, and outdoor barbeque area. We also anticipate including a pool and outdoor kitchen area.

The second option consists of two phases developed solely by Miller Valentine. The second phase would be located on the northern portion of the property, adjacent to Page Woodson. The unit mix and financials are still under review. However, the architectural style will complement the historic design of Page Woodson as well as the first phase. The intent is to create a high quality, walkable development that will be a benefit to the neighborhood and encourage additional development in the area.

Bradshaw Proposal

We have created a master plan that is divided into 5 blocks that would be developed over the course of four years during which 526 residential units and 15,00 sq. ft. of retail would be delivered at a projected cost of $55 million. Product types include affordable market rate multifamily, low income housing tax credit multifamily, retail and possibly for sale town homes and/or flats. The proposed phasing of this master plan is as follows:

Neither of them have a deal yet, with the only credits awarded to OKC being for a project on Classen.

These are just proposals at this point.

OCURA has to evaluate, select a winner or reject them both.

If they do find one suitable, they will then move into the negotiation phase where various funding options and grants may apply.

Anything would be a boost for this area.

We use to live on the 1000 block across the street from Page-Woodson (formerly Woodson, Moon Jr. H.S., Douglass H. S.); my mother use to own/run a café in the 50s on high street just west on the school.

She use to tell me about the battles she had with F. D. Moon (then Douglass principal) because he didn't want her to sell barbeque, hot dogs, chips, candy and food items to the students during lunch.

Really brings back memories...

Whatever MV proposes will get built faster than a typical Bradshaw development.

I like MV's #1 site plan, but would prefer the outer sidewalks to be redesigned.

Also, are those yards/patios in between the garage and Town House in the MV #1? That would be an "interesting" feature...

I prefer the Bradshaw plan but I am curious as to why they didn't plan to develop the area along 4th street (#3) right after the school? I know several people who drive 4th Street every day (live in JFK, work downtown) and that would bring a lot more visibility to the area.

Please see if you can answer this question. There used to be meat market, run by a married couple, in which I believe was behind what would have been the YMCA on 4th street. They sold every thing from work clothes to toys. The building is no longer there, and I was 10 years old the last time I remember going there with my mother. Was this just a dream?

Background: On April 16, 2014, the board of commissioners authorized an invitation for qualifications and proposals for redevelopment of property surrounding Page Woodson. The request for proposals was publicly issued on April 21, 2014. The proposal deadline was June 20, 2014 in which a total of two proposals were received from the Miller Valentine Group and New Page, LLC. Both developers presented their proposals during the Oklahoma City Urban Renewal Authority board meeting on September 17, 2014.

The board has reviewed each of the redevelopment proposals and shall conditionally designate a redeveloper(s) based on the requirements and criteria set forth in the RFP for the property surrounding Page Woodson.

Recent fires at the long-closed Page Woodson school east of downtown did not cause significant damage and the developer, Ron Bradshaw, is moving forward with a $25 million redevelopment into housing.

The school, at NE 6 and Stonewall, closed in 1993 and was bought by Bradshaw for $950,000 last year at an auction by Oklahoma City Public Schools. Fencing is going up this week, and preconstruction will be starting this next month, Bradshaw said.

Oftentimes when you have a fire at this stage where construction is beginning with interior demo, it can be a benevolent fire, although of course you wouldn't ever want to take a chance with a "controlled building burn" or anything like that.
