I don't know.

The shutdown will hardly hurt Stillwater, since there is an oil boom going on, ASCO recently started hiring on the way to 600 within a couple of years. OSU is hiring, too, since more students are expected for the fall semester. And Total Energy sounds like it will have no problem finding someone to replace them. It looks like it. One of their subsidiaries qualified for the program back in 2010. The wording is a little strange so it is hard to tell if this was the plant that used the program but it looks like it was.

600 'Quality Jobs' planned in Oklahoma | News OK (http://newsok.com/600-quality-jobs-planned-in-oklahoma/article/3484380)

Total Energy Fabrication plans 135 jobs. The company builds, installs, repairs and modifies pressure vessels, and is a joint venture with New York-based Total Energy Corp. and MJ&H Fabrication Inc. of Blackwell. The company qualifies for up to $2 million in payroll rebates.

They should have to pay back the state any payments made to them, plus an exit penalty. Let them close some plant in another state.
