Does Oklahoma City have a reverse 911 system? A friend in another state was telling me that she was notified of impending flash floods by her city's reverse 911 system.

If we do have one, is it by county or for the entire metro, regardless of county?

If you know the city/county your friend is in, I can probably tell you the alert method/company that provides it. I've worked with agencies to develop multi-channel alert plans and implement this type of technology and am familiar with most of the big names (and a few of the little guys) in the space.

I think the reverse 911 comes over a land line--not a cell phone or any kind of app.

They are still not working as well as had hoped, in many of the fires earlier this year (and now we have floods) the Jefferson County system (the one in the news the most back then) was calling people who were not in fire areas and didn't call people who were in the fire areas. There has been a lot of discussion on the failures of the system and they are trying to resolve them. I think it can call cell phones if you register it with the system but for the most part it is land line dependent.

My office had a robo call earlier this year from the City of Warr Acres about a pending emergency situation. There was another call when there was no longer an emergency.

People seem to do all sorts of stupid [stuff] based upon randomly received Virtual Resourses.
Why . . . The next thing you know, there will be a Mike Morgan Tornado "avoidance/driving" App.
And, following that technological marvel, possibly even a pseudo siren Morlock App advising the Eloi to go underground for a big feast. =)
