MS has been having to play catch up because after the became such a overwhelming monopoly in browser market over a decade ago, they pretty much shut down all new development for over five years because they had become the defacto standard. By which time they started working on it again, they were dramatically behind in standard features of other browsers and speed. There latest version was getting close to the completion when it came out but the other still had areas they did more and since most of the others release on shorter timeframes than IE it is getting behind again.
