Medical activity has also helped spur the city’s economy with more than $300 million during the past two years from OU Medical Center Edmond, Integris Health Edmond and Mercy Edmond I-35, Yowell said.

Integris has created 295 jobs at 4801 Integris Parkway, immediately north of Henderson Hills Baptist Church, just east of Interstate 35 and north of 15th Street.

“They are currently building out a new heart cath lab that will open next spring,” Yowell said.

Mercy Edmond I-35 is an $88 million, not-for-profit wellness facility that will employ 200. It is set to open this summer on 25 acres of land south of 15th Street and west of the interstate.

“This building includes a doctor’s office, a large wellness center that will include an Olympic size swimming pool and a sports medicine component,” Yowell said.

Edmond will have about 1,000 employees in the medical field when Mercy Edmond I-35 opens when including the 448 employees at OU Medical Center Edmond and those at Integris Health Edmond .

The Shoppes at Fox Lake is preparing within 30 days to construct a new Sam’s Warehouse next to Walmart, just northwest of I-35 and 15th Street.

“There will be room for out-parcels there,” Yowell said.

A 40,000-square-foot Francis Tuttle Center for Municipal Excellence is being developed on the northeast corner of Interstate 35 and Covell Road. The center also will accommodate Adult and Career Development courses and workshops, a business innovation center with classrooms and offices for a business incubator, Yowell said.

The City of Edmond has partnered with the Covell 35 Development Group to build a $25 million Hilton Garden Inn and a 20,000-square-foot conference center on the north side of the northwest corner of I-35 and Covell.

The hotel will have about 160 guest rooms, a pool, fitness center and the amenities expected with the strict standards of a Hilton Hotel.

“Covell I-35 group is in the process of selecting a hotel development group to partner with for a 160-room hotel,” Yowell said. “Everything is on track with this project.”

Development of the $15 million Summit Sports Complex will be at the northeast corner of I-35 and Covell. Features would include a grill, cafe, a restaurant and/or deli, a fitness and training facility and an athletic equipment retailer. Plans call for the facility to be used for competitive and recreational athletic tournaments, athletic camps and academies and other relevant customary uses.

“It will mainly be used for volleyball, basketball and soccer,” Yowell said.

The 70,000-square-foot Edmond Public Safety Center will be built on a 1-acre site where the City of Edmond Administration Building currently stands at 100 E. First St. Construction should take 18 months to two years and the building should open in early 2015.

“This building is really going to fit in aesthetically in the downtown area,” Yowell said.

Laboratory, vehicles, evidence-based storage and other related functions will be at a $3.5 million auxiliary building to be constructed northwest of 33rd Street and Broadway.

“We have a City Council now that has been very aggressive in wanting to make things happen,” Yowell said.

Have they said if the wellness center at the new Mercy site will be something that the public can join, or is it only open to employees and patients?

Also, any word on the progress of the new Y/city/school district pool being built at Mitch Park? My husband recently overheard a couple of guys talking about it, and one insinuated that it was already built. We all know that nothing gets build that quickly here, but he was curious, and an avid swimmer, so he called Mitch Park to inquire. He said after a very long pause, the women on the other end of the line lets out a long sigh and "um, no". He said he could tell she was about to bust out laughing at him.

As for the aquatic center, I'm not sure how old your husband is, but I think it is only for seniors, but I might be wrong on that one. Anyways, I'll snap some picture of it in a day or two when I get time. It is coming along nicely.

Luckily there are other entrances to those neighborhoods and the only real nightmare will probably be for the Coffee Creek Golf Club.Yeap and the problem with Edmond it seems, is that they get 80% of their projects done really fast and you think "oh, look at that, they're 3 months ahead of schedule", and then BAM! it just stops. Happened with Covell/Kelley widening and it's happening with Bryant/15th bridge widening. This will be great, I just wish they would set back the bike lanes so when it comes time to widen the road to six lanes it will be easier. Also, the lanes are pretty wide as well.

Six lanes seems a bit much for any of the mile line roadsDallas has six lane roads all over the city and traffic flows very smoothly. For it's size(and overall), Dallas has some of the best traffic flow on its road, to ratio, imo. I know it will be awhile before a six lane widening is warranted, but I'm sure the day will come eventually.

Edmond's Covell and I-35 coming alive
By Diana Baldwin Published: December 25, 2013

The final plat of Cross Timbers Park Southwest Phase I was approved by the city council. The 5.28 acres south of Covell Road and west of I-35 includes three commercial lots.

This is part of a 300-acre project on three sides of the intersection of Covell Road and I-35. A conference center and full service hotel are planned.

Commission approves site plan for office and retail

The Edmond Planning Commission also approved a site plan request this week for the Heartland Dental Office and retail shops. The motion carried by a vote of 5-0.

The location of the Heartland Dental Office is proposed for the east side of Broadway, north of MidFirst Bank and south of Burger King, said Barry Moore, commission chairman.

Plans call for an 5,850-square-foot office building to include some retail on 35,000 square foot of land, Schiermeyer said. The pad site is zoned for commercial use with open display, he added.

“They’ll have no drive cut on Broadway. They’ll share their entry that’s just to the south of their property,” Schiermeyer said. “The shopping center has common access and then they’ll have access into the property from several locations.”

Landscaping requirements have been met for the project as well as all other city standards, Schiermeyer said.

The commission’s vote completes this item for the City of Edmond, Moore said.

Last part of the article outlines some budget issues

There are concerns that the 2000 Capital Improvement 3/4-cent sales tax will not provide adequate funding for major capital projects, Stevens said. It shows reduced funding, partly because of the Edmond YMCA Recreation & Aquatic Center at Mitch Park as just one example, he said.

“The projected reduction of revenue in the five-year fund basically goes from a range of $35 million to $40 million, to $10 million to $15 million,” Stevens said, referencing the payout of bonds already issued for numerous capital improvement projects.

There is also the chance that the city could get a small bond of $10 million if sales tax collections continue to increase, Stevens said. The bond issues used to fund projects from the 2000 tax were issued in $20 million increments and will be paid out in 2021, Stevens said.

“We have simply spent most of the available funding from the 2000 tax, and until the revenue bonds begin to be paid out in 2021 we don’t have significant new revenue identified to help with the growing list of needs,” Stevens stated in an email to The Sun. “This trend would have been more dramatic in recent years had it not been for our sales tax consistently exceeding our budget projections.”

Sales tax revenue this year has come in at 15.4 percent above collections by the city two years ago and it’s .7 percent above last year’s collections, according to a previous report in The Sun.

The total Edmond sales tax rate is 8.25 percent. This takes into account 3.75 percent in local taxes that includes a 1/2 cent five-year sales tax for the Public Safety Center project that voters approved two years ago. The total rate also includes the 4.5 percent cost that the state charges to all municipalities.

A growing list of capital needs continues as the city’s population maintains a 1.5 percent to a 2 percent growth rate each year, he said.

Agreed. They do this in every other city I've lived in other than OKC. The developers attempt to integrate the development into the natural surrounding. Here they just clear the land, even if it has 100+ year old trees on it. Cheaper that way I guess.

Plutonic Panda

Well, and the other problem is it takes so damn long for trees to get big here because our climate sucks. We have unpredictable drought spells, severe weather and tornadoes that tear up the existing trees, extreme cold at times that can damage some beautiful trees here that aren't really good for cold climates, constantly windy... It's amazing the plants survive here really.

Although I'm sure that these developers aren't cataloging all the trees they're destroying, there are a great variety of oak trees in Oklahoma. Very few of them are these marvelous, long-lived ancients. Some of the local oaks are small and quick growing (not like poplars or mimosas, mind you) and succeed with aggressive seeding. Not every tree is a poem of majesty.

The band of trees and growth known as the Cross Timbers runs right through that area of east Edmond. Many trees are over 100 years old. Certainly the city council, when approving constuction projects, can do so with the stipulation that a certain percentage of trees are integrated into the new devopment instead of wiping everything out.

They did the same thing in central Florida, the last place I lived before here. The slash pines and HUGE oaks that grow prolifically in central Florida were plowed down, gathered in piles, and burned. One day on the way to work, they had pushed over, destroyed, and were burning a giant Live Oak which lay smoldering in the dust of a newly cleared tract. My wife and I were almost in tears. That tree was so old and dripped with beautiful Spanish Moss. Seeing it that way was worth mourning.

In fact, they generally do a better job here, as a few projects I have driven past lately have saved small stands of trees and cleared around them.

Update on the city's budget

Edmond relies mainly on sales tax receipts for the daily operations of city business. Shoppers in Edmond pay an 8.25 percent sales tax on purchases; 4.5 percent goes to the state and 3.75 percent is returned to the city.
Edmond extensively relies on three sales taxes approved by local voters in 2000 — the public safety sales taxes for police and fire operations and the capital improvement sales tax.

The police tax is a 1/8 cent, fire is 1/4 cent and 3/4 cent for capital improvements.

“It must be emphasized that basically two-thirds of all general fund revenue also is dedicated to fire and police operations,” Stevens said.

More than 100 acres rezoned
James Coburn
The Edmond Sun

EDMOND — The Edmond City Council voted 5-0 recently to rezone from general agricultural to a single family district of 104 acres of land. An amendment to the Edmond plan was amended for mixed use business to single family.

Kyle Copeland requested the changes to the property located on the northwest corner of Air Depot and Danforth. The Sleepy Hollow addition is located to the west, and the Cross Timbers Municipal complex is located north of the property, said Bob Schiermeyer, city planner.

The Edmond Plan suggested in 2007 the land be used for a mixed use business park. The Edmond Planning Commission recommended approval of the amendment in May.

“It was a chance to allow at least some potential commercial where there are no utilities, because as you go north there are no water or sewer lines,” Schiermeyer said.

A complete drainage study will be performed for the site, said attorney Randel Shadid, representing the developer. The configuration of the lots and roadways will be based on what the study shows, Shadid said.

“We do hook to city water and sewer and so the lots will be smaller than Sleepy Hollow lots,” Shadid said.

The owner has agreed to leave some of the land on the northwest corner of Danforth and Air Depot for commercial use, Shadid said. Mayor Charles Lamb said the hard corner should be zoned simultaneously with whatever level of commercial is considered useful there.

“Otherwise, we are going to have a protest group when we do try to rezone it,” Lamb said.

Shadid said he does not have a problem filling a rezoning application for the corner. But he asked the council to complete the rezoning request and amendment to the Edmond plan before he comes back with a plat.

“I will affirm to you that in the next couple of weeks I will file a rezoning application on the hard corner for commercial use,” Shadid said.

Shadid said if it was his corner he would file it for the highest retail use the council would approve, which is a general commercial planned unit development.

“Well that makes future communication with future residents easier and straight forward,” said Elizabeth Waner, city councilwoman.

City Councilwoman Victoria Caldwell said the larger lots should be the nearest to Sleepy Hollow.

Sales tax returns bring ‘good news’

The first sales tax collection check for the new fiscal year is 8.53 percent more than was collected for the same time a year ago.

The July sales collection tax brought the city $5.4 million, $436,761 more than in 2013. The budget projection for this fiscal year is 6 percent.
