EDMOND — During his State of the City Address Edmond Mayor Charles Lamb made a political announcement — he’s planning on running again for the office.

Lamb made the comments in the question-and-answer session of his presentation during an Edmond Area Chamber of Commerce luncheon at Rose Creek Golf Course, 17031 N. May Ave.

Mayor pro tem from 2005-2011, Lamb was elected mayor last year. His long record of service in Edmond includes serving on the City Council from 1993 to 2011.

The question about if he will run again came from the audience. Lamb alluded to his desire to be around when the Public Safety Center is finished, which will be in the fall of 2015; the next mayoral election will be in the spring of 2015.

“Yes,” Lamb said. “The answer is yes.”

Regarding the state of the city, Lamb said Edmond is benefiting from increased local revenue, good communication avenues with businesses, attractive schools, hospitals and sites related to physical fitness.

Growth in the city has put a strain on a lot of businesses. For the past six months or so leaders have been holding periodic workshops to address issues of concern to the business community, Lamb said.

Issues include topics such as water and sewer fees, Edmond Electric cost of service and needed changes in solid waste, Lamb said.

“So growth is a good thing, but it’s a challenging thing,” the mayor said. “And it comes with a price tag. And we’re addressing those things periodically.”

Regarding the Public Safety Center, Lamb said higher than planned sales tax receipts mean Edmond may have to borrow less toward the construction of the Public Safety Center.

Hint on the old(still current) police station conversion

Added to that list needs to be a new City Hall in place of the old station. Can only repurpose or update a facility so many times before it makes more sense to start fresh and purpose built. Consolidate the courts, admin, and council chambers into one facility then repurpose the remaining corners with parking garages matching the architecture of the new PD and City Hall. If the city wants to spur growth and rejuvenation downtown, take a leap and show you're committed.

Not the normal progression photos I provide but with the roof coming together this shows the presence of the building in the area as seen from Sprouts.

It's certainly going to stand out, which I honestly believe is all the more reason to build a new inclusive City Hall in place of the old station. A new structure that not only compliments the new PSC in style but also in scale to balance things out.

It is really going to change the fabric of downtown. Really incredible almost. The new Police Support Ancillary Facility along 2nd street is also coming along nicely. It will be another improvement as well.

Even if they do decide to renovate the old police station, I would be alright with that as long as they really go all out. For some reason I think a nice upscale steak restaurant would be good here with possible office or residential conversion upstairs. A new city hall somewhere along with a new community center with a 5 story, 300-500 car parking garage with retail on the ground floor replacing the existing one.

The secondary facility is located on Technology. There was a delay as they had to remove old fuel tanks however it looks like the foundation of the new section of the building is about to go in. Last I heard, it's still on track to open by the end of the year. At that time, all equipment stored at the facility on 2nd Street will be moved down along with the Property Room.

As for the PSC, I've heard Timberlake is on schedule if not ahead of schedule. Once the exterior of the building is in place, no worries about weather hampering the work so it'll continue on track. Not going to give a date as it's still uncertain, but it should be open well ahead of some of the earlier projections.

Have you heard anything else about the old police station? Hopefully they don't move out of it and it sits empty of a few years before anything gets done. It'd be nice to have plan decided on so they week after they move out renovations or demo can begin.

Haven't heard a peep about it being repurposed or what the inside plans are at the moment. The chatter is more about each department's proposals for future needs as reported in the Sun. I'd expect it to sit for awhile though, to be prepared to start on it next year, I would think that plans would already be solidified and public. Then again, since it's already a standing structure, I may be wrong on the amount of time needed.

‘Topping out’ ceremony marks PSC milestone

EDMOND — Construction workers Wednesday morning poured the final patch of concrete on the Public Safety Center roof, a milestone marked by a “topping out” ceremony.

Edmond Police Chief Bob Ricks said the concrete skeleton of the $25.6 million, 70,000-square-foot struture is now complete and exterior steps including brick laying will begin soon.

Ricks said the ceremony means the project is now at about the halfway point. He said the complete date in the contract was September 2015, but at the current pace, if things go well, leaders hope to be done by June 2015. Groundbreaking was in August 2013.

The downtown structure, located across the street from the current Edmond Police Department location, will contain the Police Department, public safety communications and emergency management functions.

City Manager Larry Stevens said members of the community who attended got to see the progress, which was initiated by many city decision-makers.

“Hopefully this sends a real positive message to the community,” Stevens said as guests were being served a complimentary barbecue lunch. “Obviously this will change the face of downtown. We think there’s potential for some other facilities in this downtown core region that would also do this. This is a game-changer for the downtown area.”

From Edmond Exchange


Edmond has collected $17.5 million from a half-cent sales tax to build the new public safety center complex. More than $14,900 in interest also has been received. Collection of the half-cent tax started in April 2012.

The original bid for the project was $27.5 million. The cost has grown to $28.4 million with change orders including a $499,876 increase that was approved this week by the city council. The cost has gone up $902,280 since it started.

Geothermal pumps to be used at Edmond's new public safety center

The city of Edmond is going green.

They are building a 80,000 square foot public safety center which will house the Edmond police, emergency management, and dispatch.

The building will be using geothermal pumps as a means to heat and cool the building.

Workers are digging wells in which liquid-filled tubes will be interconnected deep in the earth.

The pumps use the roughly 50-degree constant temperature of the earth to help regulate the building's temperature.

The city says it will be more expensive up front, but will save them a lot of money in the long run.

Edmond Police Department Launches Photography Contest

The Edmond Police Department is seeking submissions of local Edmond photography for the future Public Safety Center in Downtown Edmond. Submitted photos will be judged by a panel of professionals and internal stakeholders to determine which will go on permanent display in the building upon completion in Fall 2015.

The contest is open for submissions beginning on September 2nd and will run through February 16th at 5:00 pm. All submissions will be made online through Flickr.

A total of six categories are available for submissions including: Landscapes, Architecture/Buildings, Historical, People, Public Art, and Abstract. The top submission in each category will win a prize in addition to being placed on display. One overall “Best in Competition” prize will also be given.

Update on the existing police facility which will soon be vacated.


Mayor Charles Lamb said the city needs to decide how to move forward with the current Police Department building, assuming that construction for the Public Safety Center stays on track.

The future use of the current Edmond Police Department headquarters was discussed Saturday at a City Council workshop to set strategy for 2015.

The city anticipates the 70,000-square-foot Public Safety Center being constructed across the street from the current Edmond Police Department headquarters to be completed next summer. It will house the Police Department, Public Safety Communications and Emergency Management functions.

Lamb asked Assistant City Manager Steve Commons what the timeline is for moving on the hard plans of the existing police facility.

Thomas Small of Small Architects has been requested to submit his proposal to begin the design process, Commons said.

“One of the conversations we had was is there anything worth saving,” Commons said. “We kind of talked about that, but we’re going to come up with the numbers that shows the pros and the cons.”

Options being considered have included gutting the 23 E. First St. building site for total renovation and reconfiguration. Renovation to expand the existing two-story building east to the building setback line for a total of 35,500 square feet also has been taken into account.

“He can’t design until we know if we’re going to use the skeleton we talked about,” Commons said. “In recent conversations we’ve had, he thinks there’s value if we tear the whole thing down.”

A proposal should be received to include on a City Council agenda item in the next few months, Commons said. Lamb said the price of not renovating the building could change the price of construction substantially.

Aproximately 50% complete. Target date of December to have building dried in (except for windows as contractor is waitng until
masonry is complete before instaling windows). Geothermal wel contractor stil driling and conecting manifolds; most wels located
in the old City first drive thru parking area. There wil be aprox 15 50-ft dep wels upon completion. Contractor scheduled to
complete building in July of 2015 (punch list expected to be 30 on punch list)

PSC South Facilty.located at 3rd and Broadway near the City’s underground water tank, the buildings are erected, much drywal
complete and painting has begun. These buildings are dried in. Ground water isues have ben chalenging, threatening a February
2015 completion date at his facilty.

Just wondering what your definition of "mid-rise" is and what would be this mid-rise be used for, considering the city owns the property?

As for the use, well, I would only assume what every other tower is used for... office space, retail on the bottom, restaurants, and residential. I honestly don't have anything specific, but the demand needs of the public would have to be assessed.

Standard definition of a mid rise is 5-10 stories with some even definition it as 5-8 stories.

I am just thinking as buildings are seemingly getting taller and taller in downtown areas, I am just saying that in my perspective, but trust me, I am aware the technical definition has it at much lower floor counts. It's kind of the same way I view the Alpha World Cities; NYC, L.A., Tokyo, London, and Hong Kong. If you wanted to narrow that even further to include what I consider the two most important cities in the world, I'd just leave it at NYC and London. A lot of people would disagree with that though and add a bunch of more cities.

Well, you can't really argue defined versus opinion. A defined list of world cities is a defined list. An opinion is just that, an opinion.

Standard definition for a mid rise is just that while your opinion for what defines a mid rise is just that as well.

It's Apple's and oranges essentially.

Personally. I'd define a mid rise as between 5 and 15 stories.
