If I were looking to build a home in a neighborhood, where would I find what OKC or the neighborhood would allow me to build and how far of a setback is required?

Anything built in OKC has to meet the minimum standards set forth in the Municipal Code (http://library.municode.com/index.aspx?clientId=17000).

But some neighborhoods have their own covenants, and of course those vary wildly.

To find the latter, you could research the plat for the particular sub-division. They are all filed with the Planning Commission (http://www.okc.gov/planning/).
